Mr. André Kesteloot was born and educated in Belgium. Over the years he has developed a substantive knowledge of Europe and the Middle East. He has had an accomplished international career in business and Federal service, and speaks French, German, Dutch, and Arabic. Upon retiring from the CIA, he embarked in yet another career, this one dedicated to lecturing, at several U.S. Government Agencies, on subjects dealing with Human-related disciplines. He joined Phoenix in 2003 as a Senior Faculty Member. Mr. Kesteloot is also the Executive Vice-President of AFIO, as well as a Life Senior Member of the IEEE.

David Wilson has 26 years experience within the IC serving as an Intelligence Analyst, CI Officer, Interrogator, and as a HUMINT Officer with undercover experience in Conducted Source Collection Operations in the Balkans, Somalia, Haiti, Kuwait, and Iraq. Dave Wilson is experienced in handling all aspects of collection operations from initial walk-in’s to serving as an Issue Based Operational Manager (IBOM) at DIA HUMINT Branch. Dave Wilson has16 years of real-world experience as a CI/HUMINT Collections Officer, 3 combat tours in different theaters, and has conducted sensitive US Government collection efforts in over 17 countries. He spent 3 years as the Director of the USMC CI and Intelligence Courses at the NMITC and 1 year as Special HUMINT Advisor, Northern AO, Iraqi Freedom.

Dr. John R. Schafer is a retired FBI Special Agent. He served as behavioral analyst assigned to FBI's National Security Behavioral Analysis Program. He co-authored a book titled “Advanced Interviewing Techniques: Proven strategies for Law Enforcement, Military, and security Personnel.” He also published numerous articles on a wide range of topics including the psychopathology of terrorism, detecting deception, the universal principles of criminal behavior, and Psychological Narrative Analysis (The Schafer Method). Dr. Schafer is currently employed at Phoenix Consulting Group, Inc. as an intelligence consultant.

John A. Nolan, III is a retired operational intelligence officer who served in Asia, Central Europe, and the US during his 22-year career. He co-founded the Phoenix Consulting Group in 1990, which provides professional development programs for several federal agencies and commercial firms worldwide. He has been recognized as the world’s foremost trainer of elicitation and counter-elicitation techniques and has authored the only operational text covering elicitation (CONFIDENTIAL, HarperCollins, 1999). Mr. Nolan has been published extensively in the Competitive Intelligence,
CI Countermeasures and security fields and is a frequent, invited speaker at national and international conferences and symposia.
He received his undergraduate degree from Mount Saint Mary’s College and his graduate degrees from Central Michigan University and the University of Southern California.

Randy Marcoz is a retired Army intelligence/counterintelligence officer who served in various tactical, operational, and strategic level positions around the world, including Europe, the Pacific, and the Middle East. He has been with Phoenix Consulting Group since 2005 and is currently the Program Manager for Continuing Education and Training. Mr. Marcoz is one of Phoenix Consulting Group’s most active instructors, contributing to nearly all courses taught at the Phoenix Training Center. He is additionally one of the company’s foremost developers of new training in the areas of profiling and interpersonal communication skills. Mr. Marcoz received his undergraduate degree from Frostburg State University. He is also a graduate of the Post Graduate Intelligence Program at the National Defense Intelligence College and holds a masters degree from Liberty University.
